Nothing is wrong. The popup menus were removed for the time being, so some of the documentation is out of date. They might get in again, but in the meantime you shoud use the functionality available on the tabbed properties sheets. Make sure you open the 'jBPM jPDL' perspective to open the correct viewers. You will see a swimlane tab in the tabbed properties view that allows to add swimlanes amongst others...
