While Eclipse is used to develop JBoss itself, most people use Eclipse or NetBeans to develop applications that run in JBoss. The Eclipse plug-in (JBoss Eclipse IDE) is for developing applications to use with JBoss. A similar plugin for NetBeans is in the works.
