In portal 2.4.x, there was a jboss-portal.sar/conf/config.xml file with a setting named core.render.window_access_denied which you could set to 'hide' or 'show'. The 'show' value did what you are asking for. While this file still appears in 2.6.x, it appears to be ignored - even though that property is set to show the portlet window is still hidden.
