Is that the first exception? If not, please post the whole stacktrace of the first exception to occur after accessing the page. Can you also post the Codes class. I would expect the factory method to get called given the code you posted, can you confirm it doesn't (put a breakpoint at the entry to and conform it doesn't or put a log output in it) as it looks like it is from your earlier stack trace.
