I haven't done that myself yet but the place i would start is look at the build.xml file in the root folder of seam distribution, it has deploy and deploytomcat. that's how i would pack. But you bring up a good topic to write a document on. Maybe I should play with seam-gen and porting it to tomcat and write something up. Let me give it a thought after work tonight.
