More Info:

1) I started up a simple EchoServer (a java app with a ServerSocket)that listens on port
8080.  It is accessible everywhere.

2)I installed JBoss 4.0.4GA
-- the console is accessible from anywhere on port 8080

Something changed between 4.0.4 and 4.2.1
