How big is your war file? How long does it take to copy it to the deploy directory? It sounds as if the file is only partly copied to the deploy directory when the hot-deployer attempts to read the war file. One possible solution is to copy the war file to a temporary directory in the same partition as JBoss, and then move the war file to the deploy directory.
