Yes you should do it in persistance.xml
Try this:

  | <persistence>
  |    . . . . . . . .
  |        <properties>
  |             <property name="hibernate.jdbc.batch_size"
value="25"/>
  |             . . . . . . .
  |        </properties>
  |    . . . . . . . .  
  | </persistence>
  | 
  |
