Oops this didin't get documented.  Try

<navigation:pages>
  |    <navigation:resources>
  |       <value>/foo/bar.xml</value>
  |    </navigation:resources>
  | </navigation:pages>

I've updated the docs in CVS.  N.B. If you still want WEB-INF/pages.xml you'll
need to include it in your list.
