I think you should chose the best framework you want that integrates with a portlet environment. For instance the old struts 1.x framework should be avoided at all because its integration with portlets is a hack and not really tested... The Struts 2.x stuff is ok as it integrates with portlet natively. Personally I would use JSF + Facelet because once you know the framework it becomes very productive and easy to use.
