[JBoss Portal] - utilization of decoration.jsp - jboss-user

As of now I know that decoration.jsp is placed in the layouts defined for portal

I want to know 

...
 when the decoration.jsp is called 
 what kind of actions I can perform with it... 
Plz guide me with a detailed explanation of it..
