That's not really a scenario suited for portals. The portal concept could just display the CMS Portlet in Maximized mode. You can define your layout so that your CMS portlet is displayed in maximized mode and still see the portlets of one region for example. By default though, only the maximized window will be displayed so you would need to define your own layout.
