I would have expected one or more bundles besides this one feature.group ?

The patch feature includes a single plugin - org.eclipse.wst.jsdt.core_1.3.301.v201503171857.jar http://download.jboss.org/jbosstools/updates/requirements/webtools/P-3.6.... So... that's all that's new, beyond the feature.jar.
