Resolution: Out of Date
There is no bug. Headers and footers apply to all pages, as is demonstrated by the itext
examples. Please use the forums if you are having usage errors.
p:header and p:footer should work with any page.

Seam docs say :
The p:header and p:footer components provide the ability to place header and footer text
on each page of a generated document, with the exception of the first page.
I find it hard to see a point for this limitation (for me it is almost like a bug): why
should we be unable to place header and footer text on the first page?
I guess someone might find it useful, for that someone, and to keep backwards
compatibility, it would be nice to have an option to turn this on/off, but i really think
this is an unnecessary limitation.
