Understand that this solution is only going to solve synchronous rendering (rendering
which happens in the same thread that is processing the JSF request). If the rendering is
being done asynchronously, there will have to be another means of establishing the
user's locale.

When Seam sets up the Renderer component, it replaces the FacesContext with a mock
FacesContext specifically for rendering a template (such as a mail or PDF template). That
mock infrastructure does not respect the user's locales.
If the ExternalContext is available, the result of getRequestLocales() should be
transferred to the mock infrastructure.
