Aggregate external feeds:
- write feed management action, supporting adding, removal and update cycle (where do we
store this?) of WikiFeed ('EXTERNAL' discriminator) instances
- permissions?
- write feed aggregator async processor using the Rome lib, probably only supporting Atom
1.0 feeds for a start
- UI either as a plugin or in the administration screen, currently prefer adding it as a
core feature - otherwise feed administration has to be added to some document with a macro
