Don't reopen rejected issues unless instructed.
If you can provide a patch for some cross browser client side code (tested on IE, Firefox,
Safari, Opera) which sets an http header on refresh, then reopen.
Feature to handle browser refresh.

We need an elegant way to handle browser refreshes.As of now in pages.xml If i want to
identify that a call to page is through browser refresh and not a result of any other
method execution,I need to set values with params or on the bean on all code that brings
the user to that page.If the value is not set i could take it as a result of browser
refresh and treat it differenty. lt gets tough when we want to achieve handling of browser
refreshes differently for multiple pages.There should be an first class construct through
which we could identify that user has come to the page through browser refresh.
