Can't really do it, since there is no way to specify "don't create" on
an EL expression.
No @Observer(create=false) equivalent in events.xml

According to events-1.1.dtd it is not possible to define an event that will only be
propagated to existing component instances, as an be done with @Observer.
Does it make sense to support something like the construct shown below?
