I'm not sure if this is actually right, but the booking example as an empty drl file.
This should not be required. It should work even if you specify no rule base, or at leat
no rule file for th rule base.

No, not really. This one is much less. It just says that no actual rule base is needed in
components.xml. The other one asks to get rid of the whole dependency to drools.

This now needs to be re-done.
There is a usecase where drools jars are in the classpath, but the app is only using
role-based security. In this case, RuleBasedIdentity should not blow up. It should do null
checks on the securityContext.

Fixed, null checks now done for securityContext. Any permission checks (hasPermission())
will automatically return false if there is no security context. The
assertSecurityContextExists() method has been removed and instead a log.warn() message
informs the user about installing a rule base if permissions are required.
