It seems as though implementing such support in Seam is not a monumental task. OpenLaszlo supports JavaRPC, XML-RPC and Soap. A subset of the gluecode is already there through the SeamRemoting effort used for AJAX support. With so many other interesting issued open, the interest may not be there.
