Description: This is only an issue with oracle native drivers, which need to have the

as a return parameter. For this to work we'll need to ensure that the import metadata
on a procedure is being set to isFunction appropriately and then use that metadata in the
Oracle connector. )

Changed the description. isFunction now indicates that we will treat the procedure as a
scalar function, which is not applicable here. Some of this may be revisited when we have
a well-defined cursor type.
