[weld-dev] Bootstrap API in Weld 3.0.0.Alpha8

We extended Weld's API for Java SE in the recent 3.0.0.Alpha8 release. The main feature is a new builder for programmatic configuration of managed classes, packages, enabled interceptors and others.
