Understood. Either approach would work and it's certainly possible to
deploy a servlet container to/with Rio. In fact it comes with an
example for deploying Tomcat.

It shouldn't be hard to implement the REST URLs directly on top of a Netty socket
with HTTP encoders/decoders. The problem is that is a lot of wheel-reinvention. :)
Another approach may be to embed a servlet container, perhaps Jetty, then you can use the
existing REST endpoint without any hassles?
