I think we should remove reference to DefaultConfiguration from GlobalConfiguration.
It's just unnatural and the only reason it's there is legacy. I'd move that
DefaultConfiguration reference into DefaultCacheManager and add signature to CacheManager
of getDefaultConfiguration.
I quickly glanced over dependencies in entire source code base and the changes would be
minimal.
