JIRA uses a "best effort" strategy: links and indexing are put in a
queue to be processed async,
but if the queue is full (too high load) it will discard the tasks and
these links will never appear.
Hmmm, that sucks. Wonder how often we've seen an issue like this in
JBoss' JIRA instance. That'd be a good reason to do what Vladimir
suggests though.
