Those files are generated based on the @MessageBundle and @MessageLogger
interfaces. They are always generated in English by default as the
Zanata team wanted. The messages should match exact what's in the
file.i18n_locale_COUNTRY_VARIANT.properties. As long as one of those is
being translated the other shouldn't match.
