If you can just emit a second set of notifications (i.e. 4 new notifications for the
starting/started/stopping/stopped of the remote singleton (now we produce notifications
for the local singleton), it will be just a different confiiguration of the
BarrierController to control the Barrier based either on the local, the remote, or both
sets of notifications.

Provide a mechanism for cluster-wide notifications when singleton services are started
and stopped.
In conjunction with this, a special BarrierController variant could be developed that
monitors the cluster-wide notifications, allowing service dependencies on remote
singletons.
