This issue was resolved by specifying the plugin version in the POM. Maven 3 requires
that all plugin versions are specified, so this issue is no longer relevant.

There seems to be a bug in maven in the plugin resolution when there are different
versions of plugins available in different repositories.
A maven bug should be submitted, and the issue should be patched.
