This only seems to be an issue for bundle hot-deployment. The management API should
support explicit start/stop through AS7-2777
We may need the notion of hot-deployment-extension-handler. I'll revisit this when the
dependent issues are resolved.

It generally needs to be discussed how multiple phase deployments should be handled.
