Bootstrap currently imposes ClassLoading assumptions upon the contents of the application
CP (extension ClassLoader) and the JARs within $JBOSS_HOME/lib. The launcher should be
able to tolerate a variety of deployment scenarios - ie. a fully-realized application
ClassPath, or a TCCL with all the classes visible. Then ClassLoading is moved to the
responsibility of the Launcher (bootstrap client).
