Yes, you can do this. With the scanner off, call the deploy operation of the
jboss.system:service=MainDeployer mbean. Here is an example using twiddle:
twiddle invoke "jboss.system:service=MainDeployer" deploy
/jboss/home/server/xxx/deploy/myapp.ear
