Ok, so this looks like a Seam 2.1 issue.
Have you tried with Seam 2.0 - does it happen there too ?
ejb-jar needs to have jboss-seam.jar in manifest.mf; makes no sense without it.
Could you report it in jira and we'll look at what is going on.
