[jboss-user] [Installation, Configuration & DEPLOYMENT] - <module-order>strict</module-order> not working

I am using JBoss AS 4.2.0.GA and trying to order the deployment of my ejb modules. I have seen the postings about using the strict setting but it does not appear to work. Here is my jboss-app.xml.
