For the needsReload method, I implemented a public boolean isDirty(Date lastLoaded) on the resource bundle entity. It simply compares the lastLoaded date to the last modified date stored on the entity (which is updated each time a message in the bundle is updated). If you do decide to reload the resource bundle, you will need to override the built-in seam message component, otherwise you'll always get the cached bundle.
