The touch utility is a linux utility. You can get a Windows version at
http://unxutils.sourceforge.net/.
Sorry, but I don't trust Eclipse to properly build or deploy anything, so I can't
help you there. But I think you could set up a post-build script in Eclipse that will run
touch.
