Deploying a JSR-181 POJO fails when using an existing WSDL and the
@WebService(wsdlLocation="...") annotiation.
The Webserivce is packaged as a WAR, but the MainDeployer expects the WSDL to be in
META-INF/wsdl when creating the deployment, but WEB-INF/wsdl when starting the deployment
and publishing the WSDL:
