It sounds like the discovery run which gets kicked off when the console is first accessed
hasn't completed by the time you are trying to use the nav. I've never seen this
in actual usage of the app.

Sometimes, after logging in, the nav tree is empty - i.e. no 2nd level nodes.
Possible cause: "hmm, it sounds like discovery hasnt run" (ccrouch)
