Fixed in trunk - r990. The fix was to BootstrapAction.getResource() - here's the
comment from that method that describes the fix:

Fixed in AdminConsole_EAP_5_1 branch - r991.
Note, in this branch, I had to use ServletContext.getRealPath(), since
ExternalContext.getRealPath() was not added to the JSF API until JSF 2.0.
