Students are encouraged (according to gsoc faq) to contact the
respective projects - their IRC, email lists etc and talk with them if
needed.
They then submit their proposal (in my view we can think of this as a
combination of resume and design document) via the google site.
At the least, we should allow all interested students to submit
proposals. It will be unfortunate if we lose a good student due to process.
