It's just a temporary measure, while Atlassian figures out what's
wrong with our JIRA instance.
Also, Emmanuel's new role requires him to practice with more high
profile work ;-)

So have we abandoned the self sign-up? Why is this, due to spamming issues?
Not sure whether it's really a problem, but this may raise the barrier for
getting a JIRA account and thus stop some new users from reporting bugs.
