Yes, that's how it should be done. For custom pools, presumably the
standard pools we ship could do this via an SPI provided by the EJB3
subsystem; custom pool impls could implement the same SPI.

Awhile back we talked about having the ability for a deployment to
register with the management API for runtime server only operations. I
think that's still a good option.
