This has been prototyped as "lazyStart" on the new
org.jboss.classloading.spi.dependency.LifeCycle

OSGi has a feature called "lazy activation" where a deployment/bundle can be
left at the resolved/classloader
created stage until somebody loads a class from the classloader.
At first classloading request, the deployment is full activated.
