Created JGroups/tests/junit-functional dir, containing all functional tests (those which
don't need a stack). Modified build.xml to reflect that

With all-tests-cc, we run *all the tests* with tcp, udp and mux-udp. So tests which are
config independent, such as QueueTest, are run 3 times !
Task: run config-independent tasks only once. Possibly by placing them in a separate
directory.
