In publican 3.0 the revision number must be in the format of '^([0-9.]*)-([0-9.]*)$/'. I.e. 'x.y'. Ours are in the format '^([0-9.]*)$/'. I.e 'x'
The solution is to append "-0" to all the revision numbers.

* Client begins a BA
* Client invokes a service that enlists a participant
* Participant notifies the coordinator that it cannot complete
* Client asks the coordinator to close the BA
