packHeader now adds the current system time (in milliseconds) to the header information
within the log (actually within any StateManager state). Given the current time it's
therefore possible to figure out how long the state has been in the log since the last
time it was written. Beyond this I'm not sure it makes sense to keep a history of the
time within the state itself: whatever is periodically checking the state could do that
work anyway.
