I tried the following code to connect to the oracle service , I get the HTTP 200.

0) to disable the chunk encoding is not stack-independent . It does not work cxf or metro
stack .
If you just using the client side code to call webservice , you do not need to make the
client side stack-independent, you can use native client code to call other soap stack
service , even .Net service.
JBoss WS cannot connect to a remote service with a 503 HTTP response
when SOAPUI can connect just fine...
