I suggest a change to the constructor of org.jboss.ws.core.soap.SOAPMessageImpl from setProperty(WRITE_XML_DECLARATION, false); to setProperty(WRITE_XML_DECLARATION, System.getProperty(WRITE_XML_DECLARATION, "false")); or sth similar. The above change solves the problem easily and I suppose the same should be done for CHARACTER_SET_ENCODING, although it has a more sensible default (UTF-8).
