WSAddressingHandlers overwrites user defined WSA-Action properties:
WSAddressingServerHandler#handleResponseOrFault()

There is for instance javax.xml.ws.addressing.Action and javax.xml.ws.Action. WSConsume
generates the later, but the MetaData builder looks for the first one.
