I modified the web.xml to look like this... <security-role> <role-name>admin</role-name> </security-role> <security-role> <role-name>user</role-name> </security-role> <security-role> <role-name>participant</role-name> </security-role> and... <auth-constraint> <role-name>user</role-name> <role-name>participant</role-name> </auth-constraint> I'm not sure how the organizations are under the security-roles in the JBPM_ID_GROUP and JBPM_ID_MEMBERSHIP work with this but it works now.
