I'm not sure if is the same problem i had at start :), but could be that you don' have USERS GROUPS and MEMBERSHIP in your tables. If you need a script to create the db in oracle it is in the jBPM runtime location you configured. The script posted here is for standard user as they are listed in the login page console.
